Carta del editor por Enrique Carrión Parece ser que el tema de moda en los principales medios de comunicación en la actualidad es la inmigración, la inmigración ilegal para ser más exactos. Hace sólo unos días vi unos programas especiales sobre inmigración en CNN y FOX. Los dos programas estaban muy bien hechos, fueron muy informativos y presentaron los dos lados de la historia: los que se oponen a los inmigrantes ilegales y aquellos quienes los defienden. Ahora bien, ¿es posible tener una tercera opción, una opinión diferente de esos dos extremos? Creo que sí. Yo la tengo, pero seamos realistas. Los inmigrantes entrando al país ilegalmente están incumpliendo la ley. No sólo los que cruzan la frontera por el sur, sino también aquellos que lo hacen por el norte...¡sí! Los canadienses y otros también entran a este país de manera ilegal, no sólo los hispanos. Estas personas están incumpliendo la ley y, por consiguiente, deberían ser castigadas por su crimen, arrestadas y enviadas a sus países de origen. Podemos estar de acuerdo o en desacuerdo con la ley pero debe ser respetada y encontrar otras maneras de superarla, de forma legal, claro. Pues bien, hasta ahora todo son buenas noticias para aquellos quienes se oponen a la inmigración legal. Pero, ¿qué pasa con los 11 millones (algunos dicen que incluso 15 o más millones) de inmigrantes ilegales en los Estados Unidos. Si todos seguimos la ley, estas personas deberían ser atrapadas, sentenciadas y deportadas, ¿verdad? Al principio de esta columna dije, "vamos a ser realistas". Les deseo buena suerte intentando deportar a 11 o más millones de inmigrantes ilegales. Primero, es humanamente imposible realizar tal tarea. Segundo, le costaría al gobierno y a usted miles de millones de dólares. Tercero, aunque algunos no estarán de acuerdo conmigo, la economía de Estados Unidos se pararía. Tiene que admitirlo, si sacamos a 11 o más millones de trabajadores de sus puestos de trabajo, trabajos manuales que hacen que la economía de los Estados Unidos se mantenga rodando cada día, la economía nacional colapsará y los precios aumentarán. El Proyecto Minutemen ha conseguido obtener mucha atención últimamente. Aquí tenemos a ciudadanos que se han tomado la ley en sus propias manos, de manera pacífica, pero llevando a cabo trabajos que agentes gubernamentales profesionales y entrenados deberían estar haciendo. ¿Por qué? Porque se han cansado de esperar de que ese mismo gobierno haga algo al respecto. Pero, me pongo a pensar. ¿Podría el gobierno federal en realidad proteger las fronteras de los Estados Unidos con agentes armados, el ejército, la flota naval, los reservistas y la fuerza aérea si quisiera? Claro que sí. El país más poderoso del mundo cuando se trata de armamento fácilmente podría militarizar las fronteras en sólo unos días. Pero, ¿por qué no lo hace cuando hay críticos diciendo que los terroristas podrían entrar a este país a través de las fronteras en el sur y el norte? Pues bien, este país sufre de un doble discurso. Muchos estadounidenses no quieren a los inmigrantes ilegales en su tierra, pero aun así quieren que sus carreteras y hogares sean construidos, sus jardines estén bonitos, las comidas y vegetales congelados tengan bajos precios, las habitaciones de los hoteles estén limpios y ordenados, la comida en los restaurantes caliente, etc. La mayoría de estos trabajos son realizados por inmigrantes ilegales. Incluso me atrevería a decir que las casas de los Minutemen fueron construidas y las comidas que están consumiendo cocinadas por los mismos inmigrantes ilegales a los cuales están vigilando. El gobierno federal necesita a esta fuerza laboral para ayudar a la economía a seguir creciendo. Mientras la economía estadounidense siga creando estos puestos de trabajo que necesitan de mano de obra barata, el gobierno seguirá permitiendo que los inmigrantes los sigan ocupando. Entonces, ¿podemos encontrar un equilibrio, un punto medio, para solucionar el problema de la inmigración ilegal? Propongo una simple solución. Cierren la frontera, coloquen hombres y mujeres profesionales y bien entrenados en la frontera pero hay que ayudar y buscar una solución para las personas que ya están dentro de los Estados Unidos quienes trabajan, se ganan la vida, mantienen a sus familias y, hay que admitirlo, contribuyen a la economía nacional y al bienestar de los estadounidenses y extranjeros legales en este país. Es imposible deshacerse de estos millones y millones de inmigrantes ilegales. Nos guste o no, estas personas están aquí para quedarse. Es más, sus hijos están aquí para quedarse y los nacidos aquí son tan estadounidenses como cualquier Smith, Johnson, Palmer, Bush, Clinton o cualquier otro que proclame que han vivido aquí durante muchas generaciones. Bajo la ley federal, los hijos de inmigrantes ilegales tienen el derecho a educación pública. Estos jóvenes son una inversión humana, un capital humano para el futuro de Estados Unidos. Lo encuentro ridículo no permitir a estos jóvenes asistir a la escuela y obtener una educación. Una vez más, adelante y háganlo. Dentro de unos años, veremos a estos jóvenes deambulando por las calles pidiendo limosna y sin un lugar donde vivir porque no les ofrecimos las herramientas necesarias para convertirse en personas preparadas que contribuyan a la economía nacional. Es absurdo pensar que al no permitir a estos jóvenes ir a la escuela, decidirán regresar a sus países o simplemente ahorrará dinero a los contribuyentes, lo cual me lleva a mi siguiente punto: los inmigrantes ilegales sí pagan impuestos. Tal vez no los paguen cada abril como el resto de nosotros, pero lo que sí es verdad es que se les quita dinero de sus cheques cada vez que cobran. Incluso, algunos de ellos obtienen un número de identificación de impuestos (Tax I.D. en inglés), proporcionado por el gobierno (doble discurso), y pagan sus impuestos a través de este sistema, el cual también pueden utilizar para abrir una cuenta en el banco, comprar un auto e incluso una casa. El dinero que se substrae de sus cheques y el pagado a través de los impuestos se utiliza para construir las escuelas, hospitales, museos y carreteras utilizados por los mismo estadounidenses quienes desean que estos inmigrantes sean deportados. Y la buena noticia para estas personas quienes se oponen a la inmigración ilegal es que el sistema del Seguro Social seguirá vivo, durante un poco más de tiempo, gracias al dinero ingresado por los inmigrantes ilegales quienes nunca verán un sólo centavo de su inversión. Según un alto funcionario de la Oficina de Inmigración y Naturalización, el gobierno estadounidense debe hacer respetar la ley pero sin olvidar que somos un país compasivo. También añadió que la gran mayoría de inmigrantes ilegales son familias productivas quienes contribuyen a la sociedad y economía nacional. También, los inmigrantes ilegales que necesitan manejar al trabajo pero no tienen una licencia de conducir, seguirán haciéndolo hasta que los multen y, una vez más, buena suerte intentando atrapar a tan gente. ¿No sería más fácil permitirles que se preparen, tomen un examen y tengan que pasarlo para así poder obtener la licencia de conducir y tener carreteras más seguras? Tiene sentido pero los humanos somos una animales muy testarudos. Podría continuar argumentando por qué no debería permitirse a los inmigrantes ilegales quedarse en este país y el por qué los estadounidenses no sobrevivirían sin ellos, pero ya he definido mi posición. Ahora bien, depende de nosotros y nuestros sabios e inteligentes políticos hacer algo al respecto. Mientras tanto, unos pocos cientos de inmigrantes ilegales serán atrapados y enviados de vuelta a sus países y otros pocos miles entrarán al país. Entonces, ¿podemos ponernos de acuerdo y encontrar una solución a este problema que permita a aquellos que están en este país ilegalmente, trabajando y ganándose la vida honestamente, y aquellos que se oponen pero que aun así utilizan todos sus servicios, para vivir juntos y en armonía? Creo que sí, pero debemos admitir que nos necesitamos unos a otros. Y recuerde, los inmigrantes ilegales siempre han sido un problema en Estados Unidos. Editor's Letter by Enrique Carrión It seems as if the hottest topic in main stream media these days is immigration; illegal immigration to be more exact. Just a few days ago, I saw two special reports on CNN and FOX on illegal immigration. They were both very well done, informative and presented both sides of the story: those who oppose illegal immigrants and those who defend them. Now, is it possible to have a third option, one that differs from those two extremes? I believe so. I do. Let's be realistic. Immigrants entering the country illegally are breaking the law. Not only those crossing the southern border, but also those coming in thru the northern border... yes! Canadians and others do also come into this country illegally, not only Hispanics. These people are breaking the law and, therefore, should be punished for their crime, arrested and sent back home. We might agree or disagree with the law, but it must be respected, so we need to find other ways to deal with it, legal ways that is. Well, so far so good for those who oppose illegal immigration. But what about the 11 million (some even say 15 million or more) illegal immigrants in the United States? If we all follow the law, these people should be caught, sentenced, and deported, right? Well, I said at the beginning of this column, "let's be realistic." So, good luck deporting 11 million or more illegal immigrants. First, it's humanly impossible to achieve such an endeavor. Second, it'll cost the government and you, the taxpayers, billions of dollars. Third, even though some might argue to the contrary, the U.S. economy will come to a halt. You have to admit it, if you take 11 million plus workers away from their jobs, labor jobs that keep this country running every day, the national economy will collapse and prices will go up. The Minutemen Project has brought a lot of attention of late. Here we have citizens taking the law into their own hands, albeit peacefully, but carrying out jobs that professional, trained government agent should be doing. Why? Because they got tired of waiting for that same government to do something about it. But, it makes you think. Could the federal government really protect the U.S. borders with armed agents, army, navy, reservists, or the air force if it wanted to? Of course it could! The most powerful country in the world when it comes to armed forces could easily militarize the borders in just a few days. But, why doesn't it do it when critics say that terrorists could come in to this country thru the southern and northern borders? Well, there is a double standard in this country. Many Americans don't want illegal immigrants on their land, but still want their roads and homes built, their front yards to look pretty, their frozen meats and vegetables at a reasonable price, their hotel rooms clean, their food at restaurants warm, and so on. Most of these jobs are performed by illegal immigrants. Chances are, even the homes of the Minutemen and the food they are eating were built and cooked by the same illegal immigrants that they watch out for. The federal government needs this labor force to keep the economy growing. As long as the American economy creates these low-paid, hands-on jobs, the government will allow immigrants to fill them up. So, can we find a balance, a middle ground, on the problem of illegal immigration? I propose a simple solution. Close the border, place more professional, well-trained men and women on the border, but work with those people already in the United States who are working, making a living, providing for their families and, let's admit it, contributing to the national economy and the well-being of all Americans and legal foreigners in this country. You won't get rid of these millions and millions of illegal immigrants. Like it or not, they are here to stay. Even more, their children are here to stay and those born here are as American as any Smith, Johnson, Palmer, Bush, Clinton, or any other who proclaims they have been on this land for many generations. Under federal law, children of illegal immigrants have the right to public education. These children are a human investment, a human capital for the future of the United States. I find it ridiculous to not allow them to attend school and get an education. Once again, go ahead and do so. In a few years, we'll see these children wandering the streets asking for change with no place to live because we didn't offer them the tools to become well prepared humans who contribute to the national economy. It's absurd to think that by not allowing these children to go to school, they will either decide to go back to their native countries or that it will simply save tax payer money, which takes me to my next point: illegal immigrants do pay taxes. They might not pay as the rest of us do every April, but they sure have money taken from their paychecks every pay period. Some of them, even though they are illegal, obtain a Tax I.D. number, provided by the government (double standard), and pay taxes thru this system, which they can also use to open a bank account, buy a car, and even a home. The money taken from their checks and paid thru taxes is used to build the same schools, hospitals, museums, and roads used by the same Americans who want them deported. And, the good news for these people who oppose illegal immigrants is that the Social Security system will stay alive, a little bit longer, with the money being poured in by those same illegal immigrants who will never see a penny of their investment. According to a senior agent of the Immigration and Naturalization Agency (INS), the U.S. government must enforce the law, but without forgetting that we are a compassionate country. He also added that the great majority of illegal immigrants are productive families contributing to society and the national economy. Also, illegal immigrants who need to drive to work but have no driver's license, will keep doing so until they are caught, and once again, good luck catching that many people. Wouldn't it be easier to allow them to prepare, take a test, and have to pass it in order to obtain a driver's license and have safer roads? It just makes simple sense, but humans are very stubborn animals. I could go on and on about why illegal immigrants shouldn't be allowed to stay in this country and why Americans wouldn't survive without them, but I have made my point. Now, it's up to us and our wise, intelligent politicians to do something about it. In the mean time, a few hundred illegals will be caught and sent back home and few thousand will enter the country. So, can we all get along and find a solution to this problem that allows those illegally in this country, working and making an honest living, and those who oppose them, but will still use their services, to live side by side? I think so, but we all must admit that we need each other. And remember, illegal aliens have always been a problem in the United States. Ask any Indian, said Robert Orben.
