CARTA DEL EDITOR Nueva propuesta de ley sobre inmigración by Enrique Carrión Por qué será que los políticos, quienes, uno pensaría, son personas como el resto de nosotros con familias, amigos, preocupaciones, necesidades, que leen el periódico cada día y ven las noticias, no pueden ponerse de acuerdo y crear un proyecto de ley sobre inmigración que refleje la realidad de Estados Unidos. Los políticos, o viven encerrados en una caja o no se dan cuenta de lo que realmente sucede en las ciudades y pueblos de Estados Unidos donde hay millones de inmigrantes trabajando y ayudando a la economía de este país. La mayoría de los políticos son influenciados por las ideologías de sus partidos políticos y por grupos nacionales que tienen miles de miembros y así poder obtener su voto a cambio de satisfacer las necesidades de esos grupos. La más reciente idea de los políticos en Washington para "resolver" el problema de la inmigración ilegal es crear un muro en la frontera entre México y Estados Unidos. Este muro tendría un alcance total de 700 millas (por pedazos). Si tenemos en cuenta que la frontera entre los dos países tiene un total de 2.000 millas, entonces nos damos cuenta que todavía queda mucho territorio por cubrir. La construcción del muro tendría como prioridad la ciudad de Laredo en Texas donde la mayoría de organizaciones criminales realizan sus operaciones de tráfico de personas. Ya existe un pedazo de muro pero los inmigrantes que intentan cruzar la frontera simplemente buscan rutas alternas, casi siempre más alejadas de áreas pobladas, más difíciles y con un mayor riesgo de morir en el intento. La propuesta de ley llamada "protección fronteriza, antiterrorismo y control de la inmigración ilegal" fue aprobada primero por la Cámara de Representantes y será estudiada por el senado a principios del 2006. Esta propuesta no resuelve el problema de inmigración porque aun después de construir el muro, quedarán unos 12 millones de inmigrantes indocumentados dentro de Estados Unidos (tal vez más en unos años cuando se termine de construir) y es imposible sacarlos a todos del país. Hay que encontrar una solución concreta para estos millones de indocumentados y una visa de trabajo de tres años tampoco lo solucionaría porque el próximo presidente, dentro de tres años, tendrá el mismo problema Además, si se termina aprobando esta propuesta de ley, entonces la mayor ironía sería que los que construyan el muro sean trabajadores indocumentados. Eso sí que sería una bofetada a todos los políticos que votaron a favor de la propuesta. ¿Quién está dispuesto a trabajar en medio del desierto, construyendo un muro con un salario mínimo? Los inmigrantes indocumentados. Esta propuesta de ley es una excusa para acallar la nueva ola anti-inmigrantes que viene creciendo desde los ataques terroristas del 11 de septiembre del 2001. Los políticos han querido unir el tema del terrorismo con el tema de la inmigración y así matar dos pájaros de un solo tiro: asegurar a la gente que ningún terrorista será capaz de entrar a Estados Unidos a través de la frontera sur y que están trabajado duro para eliminar la inmigración ilegal. Están intentando tapar el sol con un dedo. No sería mejor utilizar los $8.000 millones de dólares para otras cosas como educación y salud, los cuales están sufriendo muchos recortes debido a la necesidad de pagar la guerra en Irak y Afganistán. Eso sí, el mes pasado, los mismos políticos, también aprobaron un presupuesto de defensa de $453 mil millones de dólares. Ahí sí que ningún político se atreve a votar en contra por miedo de ser llamado anti-estadounidense, sin pensar que ese dinero tiene que venir de algún lado y casi siempre pagan los platos rotos otros presupuestos como educación y salud los cuales tienen que ser recortados. ¿Cuál será el siguiente proyecto anti-inmigración? ¿Un techo sobre todo Estados Unidos para que nadie pueda entrar? Hay que encontrar soluciones más realistas a los problemas que afectan a Estados Unidos y al mundo. Ya lo dicen, el sentido común no es muy común entre las personas. Para más información, visite www.athensecolatino.com		EDITOR'S LETTER New Immigration Proposal by Enrique Carrión Why is it that politicians, who one would think are people just like the rest of us, with families, friends, worries, needs, that read the paper every day and watch the news, can't agree and create an immigration proposal that reflects the reality of the United States? These politicians either live in a box or don't realize what actually occurs in the cities and towns of the United States, where there are millions of immigrants working and helping the economy of this country. The majority of politicians are influenced by the ideologies of their political parties and by national groups that have thousands of members and therefore are able to gain their vote in order to satisfy their particular needs. The most recent idea of Washington's politicians for "resolving" the problem of illegal immigration is to build a fence in the border between Mexico and the United States. This fence would span a total of 700 miles (in various sections). If we keep in mind that the border between the two countries has a total of 2,000 miles, we realize that there still is a lot of land left to cover. The construction of the fence would have as its priority the city of Laredo, Texas, where the majority of criminal organizations carry out their human trafficking operations. A piece of the fence already exists but immigrants that cross the border simply search for other alternative routes. These routes, almost always farther from populated areas, are more difficult and carry a heightened risk of death in the attempt to cross the border. The proposed law entitled "Border Protection, Anti-Terrorism and Control of Illegal Immigration" was first passed by the House of Representatives and will be examined by the Senate in early 2006. This proposal does not solve the immigration problem because even after constructing the fence there will still be some 12 million undocumented immigrants inside the United States (perhaps more by the time they finish building it in a few years), and it is impossible to kick all of them out of the country. A concrete solution for the millions of undocumented immigrants has to be found, and a three-year work visa doesn't solve it either because the next president, in a little less than three years, will be faced with the same problem. Additionally, if this law were passed, the biggest irony would be that those who construct the wall would be undocumented workers. This would be a slap in the face to all the politicians that voted in favor of the proposal. Who would be willing to the work in the middle of the desert, constructing a fence while earning minimum wage? Undocumented immigrants. This proposed law is an excuse to silence the new anti-immigration wave that continues to grow since the September 11, 2001 terrorist attacks. Politicians have wanted to bring together the topic of terrorism with the topic of immigration, thereby killing two birds with one stone: Assure the people that no terrorist will be able to enter the United States by crossing the southern border and that they are working hard to eliminate illegal immigration. They are trying to cover up the sun with a finger. Wouldn't it be better to use the $8 billions for other things such as health and education, which are suffering many cuts due to the need to pay for the wars in Iraq and Afghanistan? On the same note, last month these very same politicians approved a $453 billion defense budget. In this instance, no politician risked voting against the budget for fear of being called "anti-American," all the time failing to think that that money has to come from somewhere, and that the other budgets, such as educations and health, have to be cut to make up the difference. What will be the next anti-immigration project? A roof above the United States so that nobody can enter? A more realistic solution to the problems that affect the United States has to be found.
