Sentido común y comportamiento cívico

"El sentido común es el menos común de los sentidos". Así se dice muchas veces y esto parece ser especialmente cierto cuando se trata del comportamiento ciudadano. Los seres humanos hemos entendido la necesidad de crear normas y leyes para evitar el caos; sin embargo, los mismos seres humanos no siempre hemos tenido el sentido común para cumplirlas, ni para darnos cuenta que un comportamiento negativo será repetido por otros y las consecuencias de ello se ven inmediatamente. Por ejemplo:

Baños públicos: A nadie le gusta llegar a un baño y encontrarlo sucio. En algunos casos han tenido que instalarse unos dispositivos con sensores ópticos que bajan el agua automáticamente; estos dispositivos eventualmente serán costeados por los mismos usuarios de distintas maneras; por ejemplo si se trata de un estadio, subirán los precios de las entradas. Cuando una persona encuentra un baño limpio y lo deja sucio, no se da cuenta que ese comportamiento será imitado por otros.

Debemos usar el sentido común y dejar los baños limpios para que podamos esperar encontrarlos limpios la próxima vez, y para no tener que pagar más.

Calles sucias: La primera y principal consecuencia de echar basura en la calle es que se afea el ambiente en el que la misma gente que la ensucia vive. En segundo lugar, las alcantarillas se pueden tapar y se corre el riesgo de inundaciones cuando llueve; y para evitar el problema de las inundaciones habría que pagar a un personal que puede no existir, equipos que tal vez tampoco existen o a una empresa privada, y esto tendría que ser costeado por la misma gente de su propio bolsillo, a través de más impuestos.

Debemos usar el sentido común y no ensuciar las calles para que la comunidad se vea limpia, las alcantarillas no se tapen y así no haya inundaciones, y para que no suban los impuestos.

Tránsito: Hay tantas ocasiones en las que los conductores deberíamos aplicar el sentido común así como respetar a los demás usando las luces de cruce, usando los canales exclusivos para cruzar (turn only) en forma correcta sin adelantar a los que hacen su cola, respetando los avisos de pare (stop), etc. Aparentemente algunos piensan que las leyes de tránsito son sólo para los demás, una actitud deplorable y tonta, ya que los comportamientos negativos serán repetidos entonces la situación será cada vez peor. Algunos no están respetando los semáforos y ahora se están instalando cámaras costosísimas para determinar quiénes son; el costo de dichas cámaras caerá sobre la gente a través de más impuestos o multas más costosas.

Otro caso relativo al tránsito son las intersecciones. Debemos tener sentido común en las intersecciones y no evadirlas atravesando por estaciones de gasolina o estacionamientos de los centros comerciales; al hacer esto estamos abusando de los que respetuosamente hacen la cola. Aparte de ser también una violación a la propiedad privada de esos establecimientos, es tonto, pues este comportamiento negativo será repetido por muchos, y la trampa ya no funcionará más.

Otro caso relativo al tránsito son los estacionamientos: Los puestos para minusválidos y el canal de emergencia (fire lane) sólo deben ser usados como tales. En una ciudad o pueblo donde sobra el terreno y donde siempre hay puestos disponibles, esto no debería ocurrir; además, solamente se ahorra unos pocos pasos. Una vez más la reflexión es, ¿qué pasaría si todos decidimos hacer lo mismo? Sería un caos.

Debemos en todos estos los casos relativos al tránsito, usar el sentido común y observar las leyes de tránsito y las normas de cortesía y educación, respetando tanto a los otros conductores como a los peatones para prevenir situaciones peligrosas, evitar llegar a un caos y para que no suban los impuestos.

Teléfonos públicos: Este es tal vez el mejor ejemplo de cómo la falta de sentido común en el comportamiento ciudadano afecta a la misma gente, ya que el que vandaliza un teléfono, con seguridad lo necesitará otra vez; parece tonto pero ocurre. Lo mismo pasa con las guías telefónicas.

Debemos usar el sentido común y utilizar los teléfonos públicos respetuosamente, sin dañarlos.

Y la lista continúa. Los hombres hemos cazado irresponsablemente, arrasado bosques y acabado con los árboles y hemos contaminado sin escrúpulos, y ahora nos quejamos de que el planeta se está quedando sin recursos naturales. Pero seguimos cazando, talando y contaminando para nuestro propio beneficio, para lucrarnos o divertirnos, sin usar el sentido común para entender que todas estas cosas revierten negativamente, tarde o temprano. Estos casos son más difíciles de entender porque las consecuencias se ven a más largo plazo.

Debemos cazar sólo cuando está permitido, cuidar los bosques y sembrar árboles, cuidar los recursos naturales en general y no contaminar.

El buen comportamiento ciudadano es clave para una comunidad. Es importante que los

ciudadanos tengamos conciencia y respetemos a los demás pero, aunque sea por sentido común, pensando en las consecuencias negativas que sobre uno mismo caerán, todo el mundo debería tener siempre un buen comportamiento ciudadano. Sin embargo, cuando no hay ninguna de las tres, entonces es necesario hacer cumplir las leyes y castigar a quienes las violan, sin permitir que estas violaciones queden impunes para que las leyes sean realmente eficaces; de lo contrario se corre el riesgo de echar a perder la comunidad. Tal vez el sentido común debería enseñarse en los colegios, así como las normas elementales de cortesía, respeto y educación.

Imaginemos por un momento qué sabroso sería vivir en una comunidad limpia, con vegetación y sin contaminación; donde los conductores seamos todos amables, respetuosos y educados, cumplamos las normas de tránsito y no hagamos trampa; donde uno pueda ir a un baño público con la seguridad que lo encontrará en buenas condiciones; donde todos los teléfonos públicos funcionen. No es muy difícil lograrlo, estoy seguro que podemos hacerlo.

Common Sense and Civic Behavior

"Common sense is the least common of all the senses." That is what it is often said and it seems to be especially true when it comes to civic behavior. Human beings have realized the need to create laws to avoid chaos; however, the same human beings have not always had the common sense to obey them, or to realize that a negative behavior will be repeated by others and consequences will follow immediately. For example:

Public rest rooms - nobody likes to find a rest room filthy. In some cases special devices with optical sensors that flush toilets automatically have had to be installed; these devices will eventually be paid for by the users different ways; for example, in a stadium, tickets' prices will go up. When someone finds a restroom clean and leaves it dirty, he or she does not realize that others will imitate such behavior.

We should use common sense and leave restrooms clean so we can expect to find them clean next time we need them, and so we do not have to pay more.

Dirty roads- the first consequence of throwing trash on the side of the roads is, of course, that the environment where the same people live looks ugly. Second, drains can get clogged and this creates the danger of floods when it rains; and to avoid floods, we would have to pay some personnel that may not exist and equipment that perhaps is not available either, or to some private business, and this would have to be paid by the people, from their own pockets, through more taxes.

We should use common sense and not throw trash on the roads so the community looks clean, drains do not get clogged so floods do not happen, and taxes do not go up.

Transit- there are many occasions where we should use common sense as well as respect others: using blinkers, using turn-only lanes correctly without passing those who are in line, observing stop signs, etc. Apparently some think laws are only for others, a deplorable and foolish attitude, because negative behaviors will be repeated by others and things will get worse. Some are running red lights, and expensive cameras are now being installed to determine who they are; the cost of such devices will eventually be paid by the people with more taxes and higher fines.

Another case related to transit are intersections. We should use common sense at intersections and not avoid them by using gas stations or shopping centers parking lots as shortcuts; by doing this we would be abusing those who do respect the lines. Besides abusing also those businesses' private property, such behavior is foolish, because soon it will be repeated by many, and the trick will no longer work.

Yet another case related to transit is parking lots- Handicap spaces and fire lanes should be only used for their designated purposes. In a city or town where there is plenty of space and parking spaces are always available, this should not happen; besides one would only save a few steps. Once again, the question is, what would happen if everyone decided to do the same? It would be chaos.

We should in all these cases related to transit use common sense and obey the laws and observe courtesy and politeness rules, respecting both other drivers and pedestrians to avoid dangerous or chaotic situations, and to keep taxes from going up.

Public phones- Perhaps the best example of how lack of common sense in citizens' behavior affects the very same people, because the person who vandalizes a phone will surely need to use it again; this may sound foolish but it happens. Same thing with phone books.

We should use common sense and utilize public phones properly, without damaging them.

And the list keeps growing- We have hunt irresponsibly, have flattened entire woods cutting all the trees down, and have contaminated without scruples, and now we complain about the planet losing its natural resources. However, we keep hunting, destroying woods and cutting trees down, and contaminating for our own benefit, with the purpose of profit or fun, without using common sense to understand that those things will revert negatively, sooner or later. These cases are harder to understand because consequences are seen over a longer term.

We should hunt responsibly, take good care of woods and plant trees, take care of the natural resources in general, and not contaminate.

Civic behavior is key for a community. It is important that citizens have conscience and respect others, but at least out of common sense, thinking of the negative consequences that will revert over ourselves, we should all observe always a civic behavior. However, when none of the three are present, enforcing the laws is then necessary, as well as punishment for those who break them, without allowing those violations to go without impunity so laws are really effective; otherwise we may spoiled the community. Perhaps common sense should be taught in schools, as well as basic rules of courtesy, respect, and politeness.

Imagine for a moment how great it would be to live in a clean community, with lots of trees and without contamination; where drivers are kind, respectful, and polite, transit laws are observed and nobody cheats, where one can go to a public restroom confident that it will be in good shape, and where every public phone works. It is not hard to do, I am sure we can do it.
